00 Status: Accepting and Reviewing Applications JOB DESCRIPTION General Statement of Duties Under the general supervision of the Human Resources Director, the Risk Management Coordinator is to manage the Safety, Workers Compensation, Insurances, ADA Compliance, Wellness Program and Employee Benefits for the City of Pharr.
Essential Functions The primary functions listed below are those that represent the majority of the time spent working in this class.
Management may assign additional functions related to the type of work of the class as necessary: • Research health insurance denials and/or provider billing problems for employees.
• Files appeals on behalf of employees.
• Reconciles all the monthly invoices for all the City's Insurance carriers; resolves discrepancies and updates the benefits administration system.
• Processes Workers Compensation Injury claims and follows employee treatments and progress; follows up with wage statements and supplemental reports if needed; reviews cases for fraudulent claims or abuse; tracks check to employees and submittal to the city.
• Maintains the City's benefits administration system which feeds to all our carriers.
• Delivers safety orientation for new employees.
• Implements new insurances and coordinates transitions between carriers.
• Organizes and implements Employee Health Fair.
• Prepares RFPs related to insurance changes, tabulates and prepares staff recommendations for City Commissioners to vote on.
• Answers employees’ questions on their benefits; assists them in filing claims and researches any payroll discrepancies.
• Processes weekly claims reports for the self-funded health insurance plan.
• Performs related work as assigned.
Supervisory Responsibility This position supervises the Benefits Specialist.
Physical Demands Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact and normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls, Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, personal computer, calculator, copier, and fax machine Performs sedentary work that involves sitting most of the time but may involve walking or standing for brief periods of time; requires little or no dexterity.
The employee must on occasion lift and/or move up to 20 pounds.

Position Type/Expected Hours of Work This is a full-time, position, with a 40-hour work week.
Incumbent must have the ability to work flexible hours including holidays, evenings, and weekends, if needed.
Participation in City sponsored special events, trainings, or meetings may be required.
Minimum Qualifications and Requirements High School Diploma or possession of an acceptable equivalency diploma (GED).
Requires a Bachelor's degree in Risk Management, Finance, Business Administration, or industry-related; area required.
Requires at least two years of experience in risk management administration, benefits or closely related field.
Must possess a valid (Class C) Texas Driver’s License and have an acceptable driving record.
Must pass drug screening and background check.
