00 Status: Accepting and Reviewing Applications JOB DESCRIPTION General Statement of Duties Under general supervision of the IT Director, the Application Services Manager will manage, direct, and support deployment, maintenance, and other services related to the software and web applications used within the organization.
Must have excellent project management skills, be highly organized and efficient, and possess a deep understanding of the software development cycle.
They must also be able to effectively communicate with both technical and non-technical staff, as well as external vendors.
With these skills, the Application Services Manager can help ensure that an organization’s software needs are met in a timely and cost-effective manner.
Develops and recommends policy, procedures and standards to ensure their conformance with technology and the City’s objectives.
Responsible for determining and recommending solutions and the procurement of software and equipment consistent with the City’s system needs.
Assists in project management as assigned, provide excellent service and support on technology needs to user base and management, and work closely with all members of the technology team.

Determine practicality of change and modification by following change management processes.

Assess and make recommendations annually for repair / replacement / upgrade of enterprise hardware and software.

Provide user technical support and training with excellent customer service and troubleshooting skills.

Manage assigned projects to completion using knowledge of project management principles.

Provide technical direction and support to end users.
Use data access, and reporting tools.
Gather specifications for, and implement, software applications.
Coordinate customization, integration, testing and deployment of software.
Install and upgrade enterprise applications.

Analyze business problems and recommend technology solutions.
Coordinate with departments in defining requirements for effective solutions.
9.
Uses established work order system to log requests; monitors progress, tracks problem resolution, identifies patterns of failure, research bug fixes and implements solutions; communicates with manager regarding unresolved problems.

Understands data security and will use provided technologies to ensure compliance with data security rules and regulations.
11.
Provide routine reports of various types on system performance and efficiency.
12.
Work with consultants, other agencies, etc.
on integration, implementation, upgrades, and access.
13.
Provide user technical support and training with excellent customer service and troubleshooting skills.
14.
Work as business liaison and technical advisor to various departments, assisting with technology solution selection with focus on enterprise use.
15.
Assist with development of best practices and City-wide technology policy.
16.
Manage assigned projects to completion using knowledge of project management principles.
17.
Subject to on-call assignment to support critical business functions after normal hours and as needed.

Minimum Qualifications and Requirements Required bachelor’s degree from an accredited college or university in the field of Computer Science, Computer Information Systems, or a related technology field; or an equivalent combination of training and experience will be considered.
Five (5) years of experience and may include internships and training which provides the required knowledge, skills, and abilities.
Bilingual English/Spanish preferred.
Requires the incumbent to hold current valid class “C” driver’s license from the Texas Department of Public Safety with a satisfactory driving record.
