The RGV Regional Director represents AVANCE in the community and provides professional leadership for the organization, implementing the strategic plan and policies set by AVANCE, Inc.
The Regional Director manages the day-to-day operations of the organization to ensure that staff have the resources and support necessary to fulfill their roles.
The Regional Director is also responsible for increasing awareness of AVANCE’s mission and programs across the region to ensure that all children and parents have access to high quality learning environments.
This position is responsible for the local administration of all programs in the Rio Grande Valley across Starr, Cameron, Hidalgo, and Willacy Counties with additional sites in Zapata County, ensuring success in meeting program goals and compliance with all applicable standards of operation, regulations and laws as applicable.
Job Responsibilities Essential Duties & Responsibilities: The Regional Director’s responsibilities primarily fall within the following core functions, although s/he may perform other tasks based upon program needs: Site Operations Program Services and Impact Financial Management Community Relations Site Operations Oversee effective administration of local operations across Starr, Cameron, Hidalgo, and Willacy Counties with additional sites in Zapata County, ensuring a safe and productive work environment for staff Work with the AVANCE Chief Operations Officer to implement AVANCE’s policies and procedures with a focus on human resources, risk-management, and facilities management Implement government & grant-funded policies and procedures such as Head Start Standards Provide direct supervision of management level staff Prepare and submit all required personnel/operational reports to designated personnel Program Services and Impact Oversee effective administration of all assigned programs and services Support effective implementation of the Parent Child Education Program at all sites Assure AVANCE HS/EHS Programs comply with Head Start Program Performance Standards as well as AVANCE policies and other applicable laws and regulations Coordinate and provide direction to stakeholders (i.
e.
, staff, parents, and community representatives as appropriate) to conduct community- and self-assessments Collaborate with staff to provide guidance and support to parent committees and the policy council as appropriate Conduct ongoing monitoring of progress toward stated program goals and objectives, using programmatic and financial data for quality improvement purposes Prepare and submit accurate, timely reports regarding personnel, operations, program outcomes, and finance according to contract requirements and AVANCE guidelines Create a culture of data-driven decision making to support high-quality teaching and learning Financial Management Maintain high financial operations standards and adhere to the Finance and Accounting Standards and Procedures Manual Work with AVANCE Chief Financial Officer to develop and monitor all budgets and administer and implement sound fiscal practices Maintains current knowledge of business insurance policies and requirements Ensure proper record keeping and documentation related to fund development efforts Develop and/or review grant applications and funding proposals Provide regular reports to Director of Finance Participate in fund raising activities as needed to support existing operations and growth within the region Community Relations Develop and maintain collaborative relationships with community leaders, agencies and organizations to strengthen local resources/services for families with young children Participate actively in local area, city, and county activities, organizations, and initiatives.
Maintain positive relationships with local and state level elected officials Ensure constant and open communication with regional staff Serve as official AVANCE spokesperson; communicate mission to diverse audiences Develop appropriate methods of communication with stakeholders (i.
e.
, newsletters, annual reports, updated website, etc.
) Increase visibility of AVANCE through opportunities for positive publicity In coordination with AVANCE National, develop marketing and communication materials to support outreach efforts Performs other duties as assigned AVANCE Core Competencies Accountability The AVANCE Way Demonstrates Ability to Learn Fosters Innovation Takes Initiative Recovers from Setbacks Education Required: Bachelor’s degree in education or related field Preferred: Master’s degree in education or related field Work Experience Required: Minimum of 3 year of directly related experience, including management experience Demonstrated experience managing government-funded and/or school-related programs Additional Skills Commitment to AVANCE’s mission and diversity, equity, and inclusion Strong facilitation skills are required, as is the ability to communicate effectively with diverse audiences Demonstrated ability to work with a wide range of people and manage people’s work without supervising them directly Ability to manage multiple tasks and priorities, prioritize work, maintain deadlines, and ensure quality of work Strong project management skills; experience managing data gathering projects is ideal Travel Travel required locally or long-distance up to 40% of the time for work-related meetings and functions.
