Primary Purpose:
To ensure policies, practices, and daily efforts are in alignment with the District’s mission, vision, and strategic plan.
Key strategic plan focus is Goal 2 (People Development) and Strategy 2 (Attract/Retain High Quality Staff).
Directs and manages the district’s Human Resources (HR), Student Support Services (SSS), and Employee Benefits & Safety/Risk Management (EB) functions to include developing the vision, mission, goals and objectives to ensure that MISD recruits, develops, recognizes and rewards a high quality workforce that can succeed while meeting the diverse needs of staff, instructional needs of students, parents and community.
Responsible for the strategic planning and implementation of HR, SSS and EB programs to include professional, paraprofessional and auxiliary staffing, wage and salary administration, leave administration, performance appraisal, employee relations, and benefits.
Recommend and implement legally sound and effective HR, SSS and EB management programs, policies, and practices.
Qualifications: Education/Certification: Bachelor’s degree in Human Resources, Business Administration; Public Administration; or Educational Administration, required.
Master’s degree, required.
Texas Principal's Certificate or Administrator or Mid-Management Administrator Certificate, preferred.
Special Knowledge/Skills: Knowledge of selection, training, and supervision of personnel Knowledge of wage and salary, benefits, and performance appraisal administration Knowledge of general and education employment law and hearing procedures Knowledge of curriculum and instruction Ability to implement policy and procedures.
Ability to use software to develop spreadsheets, perform data analysis, and do word processing Ability to manage budget and personnel Excellent public relations, organizational, communication and interpersonal skills Ability to speak effectively before groups of employees, the school board, or other organizations Experience: Five (5) years of experience in Human Resources administration or management, Public/Business Administration, or Educational Leadership role, required.
MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS: Create and execute plan for HR department in alignment with district core values as adopted by the board and the district’s strategic plan.
Identify current and future needs of the district and align processes and procedures including recruitment, selection, on-boarding, professional and leadership development, training, evaluation, retention and staffing plan strategies.
Direct the administration of the district’s compensation plan, job descriptions, and performance evaluation programs.
Monitor district staffing plan and placement of staff in available positions and recommend to Executive Leadership Team (ELT) all new positions and deletion of positions after receiving input from impacted campuses, departments, program directors and consideration of overall district budget.
Determine the HR and HR training needs throughout the school district and develop and plan training programs to meet the established needs.
Implement both on-going and special interest training programs.
Take a proactive role in identifying and responding to issues of interest to employees; work in collaboration with district leadership and Community Information department to ensure proactive and effective employee communications regarding HR, SSS, and EB.
Work closely with the Human Resources Directors in the planning, directing, assigning and evaluating of both the district-level and campus-level teacher recruitment activities, such as determining applicant qualifications and applicant interviewing activities.
Work closely with the Human Resources Directors in the recruitment and selection, distribution, placement, induction, professional development, performance management, compensation and career progression for all district teachers.
Direct the planning, development, coordination, and evaluation of operations of the HR, SSS, and EB departments including establishing department goals and objectives.
Direct and monitor employee performance appraisal system and ensure that supervisors have proper training.
Assist principals and supervisors with employee counseling/coaching, improvement plans, and due-process procedures, where needed.
Direct the investigation, analysis, and decision-making process regarding personnel problems and/or related policy issues and grievance procedures.
Work with principals and other administrators to forecast staffing needs and develop staffing plans.
Develop and implement recruitment and retention strategies and a screening and selection process for all employees.
Ensure that all teachers are highly-qualified and have the appropriate credentials for assignments.
Provide a system for new employees to acquire appropriate information, support, and training necessary for success on the job.
Oversee all aspects of HR, SSS, and EB contract administration.
Develop, implement, administer, and monitor procedures for salary administration and placement of new hires.
Oversee the management of the district’s leave, health insurance, optional employee benefits, workers’ compensation, and unemployment compensation benefit programs including overseeing relationship with insurance vendors and third-party administrators.
Oversee the management of district athletic, building, liability and vehicle insurance needs.
Administer the employee grievance procedure adopted by the board.
Direct the investigation, analysis, and decision-making process regarding personnel problems and/or other related policy issues.
Interpret policies and procedures and ensure support of principals, directors, officers, employees and other government agencies on employment, record keeping, retirement, grievance and other personnel matters and procedures.
Conduct annual research regarding employee satisfaction, morale, and communications.
Monitor employee retention and turnover through analysis of data and exit interviews.
Implement and oversee effective districtwide employee recognition programs.
Ensure that the employee handbook and personnel directory are created, updated annually, and distributed.
Implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them.
Develop and administer the HR, SSS, and EB budgets based on documented needs and ensure that operations are cost effective and funds are managed wisely.
Oversee personnel records management and ensure compliance with the state records management program.
Serve as designated records management officer for HR, SSS, and EB departments.
Compile, maintain, and file all reports, records, and other documents as required.
Assume leadership role on the Superintendent’s ELT; assist with long-range strategic planning; assist with developing system-wide budget, plans, policies and activities; performs various duties as assigned by the Superintendent.
Prepare and deliver written and oral presentations on HR, SSS, and EB and management issues to the board, principals, teachers, parents, and community groups.
Attend regular meetings of the board.
Stay abreast of current research and best practices in HR management and development in educational and non-education-related settings, and adjust plans, policies and procedures accordingly.
Ensure compliance with local, state and federal laws and regulations regarding HR, SSS, and EB management and development.
Stay abreast of state and federal public policy changes that could impact the district.
Respond to inquiries by the Board of Trustees, Administrators, School Principals and others.
Follow McAllen ISD customer service standards.
Perform other duties assigned by immediate supervisory (primary evaluator).
Working Days: 226 Daily Rate pay range: Minimum: $ 441.
18 Maximum: $ 596.
