JOB DESCRIPTION
General Statement of Duties
Under limited supervision, the Project Manager performs advance professional work in civil engineering, planning, analysis of long-term City infrastructure needs.
Essential Functions ~ Performs a variety of advanced engineering coordinating and planning duties associated with location, design, construction, operation, and maintenance of city infrastructure projects in accordance with city standards.
~ Performs engineering work in connection with forecasting, planning, designing and estimating construction and maintenance costs of city public infrastructure.
~ Analyzes all existing city infrastructure and recommends needed improvements.
~ Review construction plans for subdivision developments and Capital Improvement Projects.
~ Prepare construction plans and specifications for Capital Improvement Projects.
~ Update and prepare construction standards for public works and public utility projects.
~ Ensure compliance with city standards, codes, designs, and specifications on Capital Improvement Projects.
~ Review civil construction site plans to meet drainage requirements.
~ Prepare, schedule, monitor and coordinate assigned engineering projects and programs.
~ Other job duties may be assigned Supervisory Responsibility Supervises graduate engineers under the project Management Division.
Position Type/Expected Hours of Work This is a full-time, exempt position, with a 40-hour work week.
Incumbent must have the ability to work flexible hours including holidays, evenings, and weekends, if needed.
Participation in City sponsored special events, trainings, or meetings may be required.
Examples of Work Performed ~ Using computers and computer systems (including hardware and software) to program, write, set up functions, enter data, or process information.
~ Observing, receiving, and otherwise obtaining information from all relevant sources.
~ Providing information to supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person.
~ Developing specific goals and plans to prioritize, organize, and accomplish your work.
~ Developing constructive and cooperative working relationships with others.
~ Keeping up-to-date technically and applying new knowledge for your position.
Minimum Qualifications and Requirements Must have a Bachelor of Science in Civil Engineering from an ABET accredited college or university.
Four (4) years of progressively responsible experience in Civil Engineering or related areas.
Pre-employment screening and physical required.
Certificates, Licenses, Registrations Must be an Engineer-in-Training (EIT) in the State of Texas.
Professional Engineering (PE) certification or passed PE Examination are preferred but not required.
Must possess a valid, Texas (Class C) driver's license and an acceptable driving record.
Knowledge, Skills and Abilities ~ Considerable knowledge of principles and practices applied to the planning, location, design, and construction of municipal infrastructure projects.
~ Requires considerable knowledge of fundamental and applied engineering science, particularly as applied to the field of civil engineering.
~ Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
~ Knowledge of computer software: Microsoft Office, Microsoft Excel, Word Perfect, Microsoft Power Point, Calculators, Surveying Equipment and Engineering Software.
~ Skill in the use of engineering instruments.
~ Skill in analyzing complex data from various sources, synthesizing collected information, and developing sound decisions/recommendations.
~ Skills in communicating effectively in writing as appropriate for the needs of the audience.
Using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches.
Understanding the implications of new information for both current and future problem solving and decision-making.
Talking to others to convey information effectively.
~ Ability to organize, analyze, interpret, and evaluate engineering problems and provide practical and cost-effective solutions.
~ Ability to work on multiple projects and programs simultaneously within approved budgets.
~ Ability to understand and interpret engineering technical data related to assigned responsibilities.
~ Abilities to comprehend and prepare clear and concise reports of a technical nature.
~ Ability to establish and maintain effective working relationships with internal and external customers.
~ Ability to listen and understand information and ideas presented through spoken words and sentences.
~ Ability to communicate information and ideas in writing and in speaking so others will understand.
~ Ability to understand the speech of another person.
~ Ability to tell when something is wrong or is likely to go wrong.
