Job Summary
Under general supervision of the Utility Billing Supervisor the cashier provides clerical support to receive and process cash payments as well as the maintenance of cash drawer in an accurate manner.
Essential Job Functions
Assist the public to understand their utility bill and provide any additional information in order to resolve discrepancies.
Creates work tickets and issues credit or debit memos in accordance with department guidelines,
Assists other department personnel with special projects as requested.
Process paperwork and open new utility accounts; issue and close out work orders relating to all utility account issues; assists with resolving utility billing complaints.
Coordinates with Public Works, Water Department and supports the billing technician with all water utility billing processes including shut-off services and delinquency notices for residential and commercial properties.
The arrangement transfers for shut-off of service or reconnection of service once payment and past due fees have been received.
Analyzes reports for inaccuracy of high or low consumption based upon previous use information, responsible for scheduling follow-up meter re-read requests or meter equipment checks with Public Works, Water Department.
Receives permits for a variety of occasions.
Duties associated with permit processing may include scanning, copying, distributing, receipt of payment and general processing of payments.
Maintain regular and prompt attendance; physically present to work.
Assist with emergency response as needed by Emergency Management Center.
Employee may be required to work beyond normal business hours at nights and/or weekends.
May be required to perform all similar or related duties as assigned.
Minimum Qualifications & Requirements
Must have High School diploma, or equivalent (GED) and one (1) year of related work experience to perform such job.
Must pass pre-employment criminal background check and drug screen at City's expense.
Must have current valid Class "C" Driver's License and be insurable.
Must successfully complete Emergency Management and Incident Command Training.
Bilingual English/Spanish Preferred.
Knowledge, Abilities and Skill
Ability to exercise sound judgment in making decisions in accordance with applicable laws, ordinances, policies and procedures.
Ability to communicate effectively, with other employees, agencies, and the general public with courtesy, tact, and good judgment.
Skilled I the operation of office equipment such as multiple line phone, calculators, cash registers, copiers, fax machines, and computers.
Ability to process and count cash.
Ability to perform tasks with little or no supervision.
Ability to understand and follow oral and written instructions in English.
Basic math skills including the ability to add, subtract, multiply and divide with accuracy.
Thorough knowledge of city utility services and charges or the ability to learn some within a relatively short period of time.
Working Conditions/Physical Demands
Prolonged periods of sitting at a desk and working on a computer.
Occasional walking, standing, and stooping.
Occasional lifting, moving, or positioning objects up to 30lbs.
