0793 hourly - Position Type: Full-Time Status: Open Until Filled Job Description Under general supervision and procedural control, the Alcohol and Drug Program Specialist ensures compliance with all applicable local, state and federal laws as well as City policies of the drug and alcohol program by monitoring on-site drug and alcohol testing; maintains all recordkeeping of drug and alcohol related testing and provides drug and alcohol summary reports as requested.
Job Responsibilities 1.
Maintain an accurate and efficient safety sensitive employee pool list for Non-DOT (Department of Transportation), DOT- Federal Motor Carrier Safety Administration (FMCSA), DOT- Federal Transit Administration (FTA) in accordance with applicable City policies, FTA-DOT regulations, FMCSA DOT regulations and FMCSA Clearinghouse requirements and the City Third Party Administrator (C/TPA) Drug and Alcohol Collection Testing Services Contract.
a) Review and verify relevant City documents such as personnel action forms, termination/new hire reports, employee census reports, leave status reports (including Military leave), and general departmental schedule changes for applicability and impact on random testing applications.
b) Review and verify affected employees’ compliance with commercial driver’s license (CDL) requirements and maintain updated information such as add-ons, removals, renewals and expiration for amendments to Department of Transportation (DOT) random testing pools and related random testing.
c) Review, update and maintain City random testing databases for use in three separate pools: DOT-Federal Motor Carrier Safety Administration (FMSCA) pool, DOT-FTA pool and Non-DOT pool.
d) Maintains appropriate Excel applications to track and manage drug and alcohol testing related processes.
e) Generate monthly Non-DOT and quarterly DOT FMCSA/FTA random selection pools for secure File Transfer Protocol (FTP).
f) Receive monthly Non-DOT, Quarterly DOT FMCSA/FTA lists of randomly selected employees for testing via secure FTP/Decryption site download.
g) Prepare and process random selection materials, including written notifications to selected employees, preparation of envelopes, organizing selections based on work schedules provided and communicates with C/TPA to conduct on-site testing.
h) Conduct other related processes and procedures as required and/or assigned to maintain an effective random selection.
2.
Monitor compliance of C/TPA random drug and alcohol collection and testing contract services.
The following duties, which are not all inclusive, include: a) Schedule, monitor and attend all random DOT and Non-DOT drug and alcohol collection and testing of City employees randomly scheduled 7 days a week/24 hours/day.
b) Prepare daily testing materials and check testing calendar for on-site testing schedule.
c) Conduct on-site observation of drug and alcohol specimen collection and testing to ensure compliance with mandated regulations and guidelines.
d) Ensure confidential, amicable, random selection, collection and testing processes.
e) Ensure certifications of C/TPA testing technicians assigned to the City of McAllen account are current and copies are on file.
f) Ensure technician complies with requisite procedures to secure testing facilities, including covering sensors, taping faucets, using blue dye, etc.
g) Ensure confidentiality is maintained during the testing process.
h) Ensure proper completion of chain of custody control forms by the technician.
i) Ensure appropriate urine collection procedure for validity of specimen.
j) Ensure appropriate use of Evidential Breath Testing device inclusive of directives to employee, signatures, and appropriate form completion.
k) Ensure that appropriate specimen packing procedures are followed.
l) Ensure Shy Bladder procedures are being followed by technician.
m)Ensure proper protocol is followed if any situations are identified involving adulterated specimens, refusal to test, on-site resignations, unauthorized leaves from premise, uncooperative staff, technician disputes, or other unforeseen circumstances.
n) Will review calibration logs for evidential breath testing devices (EBTs), error correction training affidavits, chain of custody control form revision(s), results, random software verification checks, Management Information Systems (MIS) reports, DOT correspondence for positives, invoice corrections for billing, and any other matters as they arise.
o) Will review for accuracy all drug & alcohol testing service invoices submitted for payment by C/TPA p) Assist with coordinating annual drug and alcohol reasonable suspicion training for department supervisors and department heads.

Maintain an accurate and secure recordkeeping system of all drug and alcohol testing records and related confidential information.
The following duties, which are not all inclusive, are included: a) Maintain an accurate and secure filing system of all drug and alcohol test results and related information.
b) Responsible for record retention of all drug and alcohol records.
c) Assists with monthly, quarterly and annual drug and alcohol reporting requirements; including federal reports.
d) Works with City departments to ensure timely receipt of employee work schedules e) Provides drug and alcohol employment processing clearances to HR and registers applicants for employment related drug and alcohol testing as requested.
f) Conduct other tasks as assigned by Risk Management department.
Knowledge, Skills and Abilities Minimum Requirements - 1.
Job requires an accredited high school diploma or GED equivalent.
A minimum of two (2) years of advanced study or training past the high school equivalency is preferred.
2.
Job requires two (2) years of related work experience in specimen collections for drug and alcohol testing.
3.
Job requires a valid Texas Drivers Class C License.
4.
Drug & Alcohol Program Manager (DAPM) Certification preferred but not required.
5.
Knowledgeable of the practices and principles concerning specimen collection for drug and alcohol testing services and contract compliance monitoring.
6.
Able to maintain professional work relationships with City departments, contract service providers and employees using tact and diplomacy.
7.
Able to manage time efficiently with self-initiative and oversee assignments through completion using mature judgment.
8.
Must greet internal and external customers using effective communication skills in a courteous manner.
9.
Must be able to demonstrate effective skills in computer applications (Ex.
Microsoft Office, Excel, Outlook and the internet.
10.
Job requires a high level of organization, attention to detail and being thorough in completing work tasks.
11.
Must demonstrate excellent customer service and administrative skills.
