- Position Type: Full-Time Status: Open Until Filled Job Description Under the general direction of the Director of Aviation, this position is responsible for planning and directing the day-to-day operations and maintenance of the airport.
Employee is responsible for maintaining a safe, secure, and efficient environment for airport users and tenants.
Employee makes routine and complex decisions on a daily basis.
The employee has daily contact with other City departments, Federal and State Agencies and the private sector organizations/entities.
Job Responsibilities 1.
Directs the day-to-day operations and maintenance of airport facilities and airfield.
Establishes procedures to ensure efficient utilization of the Department's operation and maintenance resources.
Coordinates with other departments within the City organization to ensure operation and maintenance objectives are accomplished.
2.
Oversees a facilities and airfield inspection program to ensure: a) the proper maintenance of all airport facilities, roads, grounds, equipment, and navigational aids; b) compliance with requirements of 49 CFR Part 139 and 1542; c) compliance with all environmental guidelines and regulations and maintains the Storm Water Pollution Protection (SWPP) Program for the airport.
3.
Coordinates with the McAllen Fire Department, the McAllen Police Department, and other local agencies to develop and maintain an emergency response capability that meets or exceeds the requirements of FAR Part 139.
4.
Develops and maintains the Airport Certification Manual (ACM), the Airport Emergency Plan (AEP), the Wildlife Hazard Plan (WHP), the Airport Security Plan (ASP) and the Airport’s Safety Management System Plan (SMS).
Develops procedures for monitoring compliance with these documents.
5.
Ensures compliance with all pertinent Federal Aviation Administration (FAA) Regulations through the implementation of an airfield self-inspection program, training program, pavement plan, signage plan, or any other program required by the FAA.
6.
Ensures compliance with all pertinent Transportation Security Administration (TSA) Regulations through the implementation of an airport security program, access control program, security identification display badging system, and any other program required by the TSA.
7.
Directs the construction activities of the Department and coordinates with Project Engineers, Contractors, other City Departments, and appropriate outside agencies.
8.
Develops specifications for the acquisition of maintenance equipment services, and supplies associated with the operation and maintenance of the airfield and facilities.
9.
Directs all airfield and facilities maintenance projects utilizing Department of Aviation maintenance staff and other City department staff, as appropriate.
10.
Provide input to assist in the development of the annual departmental budget.
Monitors all facility and maintenance funding accounts to ensure compliance with the budget’s constraints.
Knowledge, Skills and Abilities Minimum Requirements: - 1.
Job requires a Bachelor’s Degree from an accredited college or university in Finance, Facility Management, Aviation Management, Business Administration, or other related field.
2.
Job requires a minimum of four (4) years of aviation related experience.
Experience should be of similar jobs in the field and should include broad management skills.
3.
Must possess a current, valid Texas Class C driver’s license.
4.
Must be able to meet departmental goals, objectives, and project assignments effectively and efficiently.
5.
Ability to read, analyze and interpret general business reports, financial data, legal documents and government regulations.
6.
Ability to respond to inquiries or complaints from outside organizations, customers or citizens.
7.
Ability to effectively present information and respond to questions from groups of managers, customers, and the public and management.
8.
Must be customer-service oriented, have a customer friendly attitude and professional appearance at all times.
9.
Must be capable of working in a fast-paced environment.
10.
Must be able to effectively manage and supervise staff.
11.
Must be able to communicate effectively, at all levels, both orally and in writing.
Physical Requirements 1.
Works regularly under desirable conditions with little or no disagreeable features.
Additional Information 1.
Assigned duties as primary Airport Security Coordinator (ASC).
2.
Assigned as the Department’s Emergency Management Coordinator 3.
This position has supervisory responsibilities.
4.
This position is safety sensitive and subject to random drug and alcohol testing.
