3544 hourly - Position Type: Full-Time Status: Open Until Filled Job Description Under the direct supervision of the Assistant Budget Director, the Budget Analyst II will perform analytical financial management work to include accounting, budgeting, and financial compliance.
The employee will assist in compiling and organizing the documents necessary in the City’s Annual Budgeting process.
The employee will also assist on the preparation of the final Official Budget Document for submission to the Governmental Finance Officers Association (GFOA) in conjunction with its budget presentation award program.
The employee will assist the Grant Coordinator in responsibilities related to the financial management of all federal, state, and local grants.
The employee will be responsible for the monitoring of activity on the Capital Projects funds in order to make certain that spending does not exceed the legally adopted appropriation as well as other duties listed on the job responsibilities section.
Job Responsibilities 1.
Assist on the preparation of documents to be used during the budgeting process.
2.
Provides assistance to the departments in preparing their respective budget documents.
3.
Assist in preparing the working documents inclusive of fund/department summaries for the budget review committee and subsequently hearings with the City Manager.
4.
Assist in updating budget documents as recommended by City Manager for hearing with the City Commission.
5.
Assist in updating all budget documents as recommended by the City Commission for adoption of annual budget.
6.
Maintains an updated reconciled Fund Summary document showing initial appropriation and subsequent budget amendments.
7.
Assist in the maintenance of position control by importing and reconciling personnel at departmental level in Budget Maestro for the budget process.
8.
Serves as backup to the Assistant Budget Director on assigned tasks in the Budget Maestro budgeting software on an annual basis.
9.
Assist in the setup of the forms and templates that will be used in the Budget Maestro program.
10.
Responsible for maintaining up to date reports on all funds related to Capital Project funding.
11.
Prepare journal entries when necessary on Capital projects.
12.
Prepare and post budget amendments and/or budget reclassifications when necessary.
13.
Update all templates and forms that relate to Capital Project funding.
14.
Assist in preparing and filing required federal and/or state reports.
15.
Assist in preparing requests for reimbursement of expenditures where appropriate incurred by certain funds.
16.
Assist in assuring compliance with conditions of grants by monitoring and analyzing agreements, contracts, expenses and activities, as well as federal and state regulations.
17.
Assist with the annual audit of the City, particularly the Single Audit Act requirements, which are conducted by an independent auditor.
18.
Assist in maintaining files and records of all grants awarded to the City.
19.
Provide cross-training to employees within department.
20.
May also be assigned to special projects as needed to better maintain the general accounting and fiscal reporting capabilities of the City.
Knowledge, Skills and Abilities Minimum Requirements - 1.
Job requires an accredited bachelor’s degree in accounting, finance, business or related field.
2.
Job requires three (3) years of related work experience, preferably in a local government, accounting/budgeting environment.
3.
Job requires a current, valid Texas Class C Driver’s License.
4.
Must attain certifications as required in the department when requested.
5.
Must be able to learn and master applicable City financial software, and other City accounting software.
6.
Must be able to manage work time efficiently and maintain honest and ethical work standards.
Physical Requirements 1.
Employee will be in an office-setting environment.
2.
Significant time required encompasses sitting and dexterity of hands and fingers in use of computer, calculator and/or typewriter with occasional amount of time spent walking or standing.
3.
