7275 hourly - Position Type: Full-Time Status: Open Until Filled Job Description Under general supervision, the Code Enforcement Officer performs inspections, improvements, and rehabilitation of environmental hazards in public and private premises by determining the presence of fire or health hazards, nuisance violations, unsafe building conditions, and violations of nay fire, health, or building regulation, statute, or ordinance.
Employee performs inspections of private, public and commercial property for environmental health hazards.
Employee assists in resolving public health hazards, public safety and property protection.
Employee has daily contact with the public frequently involving sensitive matters demanding tact and diplomacy.
Job Responsibilities 1.
Responsible for the inspection and physical conditions of open land and improved properties, illegal dumping within the city limits of the City of McAllen.
2.
Notifies property owners who are in violation of all city ordinances as instructed by Director.
3.
Inspects property prior to and immediately after the city contractor has submitted mowing list of properties mowed and when materials have been removed by owner to ascertain whether it has been done satisfactorily.
4.
Inspects palm trees on city grounds, around city building and on right-of way to ascertain the safety of citizens.
5.
Notifies contractor for palm trimming and removal when necessary.
6.
Position requires driving and operating City vehicles.
7.
Assists in mosquito surveys and may operate, maintain and service mosquito control equipment.
8.
Investigates various nuisance complaints of particular nature (e.
g.
weed, trash containers and dumpsters as stipulated in chapter 90 Solid Wastes; blockage of right-a-way, alleys, streets, cable lines and water meters; improper disposal of municipal solid waste as stipulated in the Texas Litter Abatement Act and Texas Health and Safety Act).

Enforces a variety of health-related city ordinances and state health laws.
10.
Types work orders of mowing & illegal dumping, data entry and billing invoices.
11.
Coordinates with public works department on all abatement of illegal dumping within the City limits of McAllen.
12.
Provides instructions to customers regarding adequate disposal of solid waste types, such as bagging and proper disposal of fats, oils and grease.
13.
Reads maps and blueprints to determine property ownership.
14.
Issues citations and conducts pre-trial preparations in order to conduct abatement procedures on properties in violation of the city ordinances.
15.
Performs job related educational programs to inform the public of existing codes and statutes.
16.
Performs the reading and interpretation of property tax information on the easy tax master database.
17.
Performs investigations of construction work sites at request to determine compliance with building permit requirements relating to proper disposal of construction materials.
18.
Performs job duty educational programs to properly inform the public, individuals or groups, including residents, businesses and schools about services, proper disposal of brush and debris, recycling, and of existing codes and statutes.
19.
Performs some physical work related tasks to include picking up bags of trash and small debris.
20.
Observes departmental attendance requirement.
21.
Performs other job related tasks as required which may include weekend, evenings and emergencies.
22.
Performs other related duties as required or assigned.
Knowledge, Skills and Abilities Minimum Requirements - 1.
Job requires an accredited high school diploma or GED equivalent.
2.
Work experience related to field is preferable, but it may be accumulated during the first year of employment in position.
3.
Job requires a valid Texas Class "C" Driver’s License.
4.
Job requires a valid Code Enforcement Officer Certification and registration under the Texas Department of Licensing and Regulation (TDLR).
If candidate does not meet licensing requirements at time of hire, the City will allow up to one (1) year to obtain the licenses as a condition of employment.
5.
Must be able to communicate effectively in English, at all levels, both orally and in writing.
Preferred bilingual in English and Spanish.
6.
Must be physically capable of meeting job physical demands.
7.
Must have knowledge of job related equipment, operation and maintenance.
8.
Must be customer-service oriented, have a customer friendly attitude and professional appearance at all times.
9.
Must be able to work effectively under pressure and respond professionally to public complaints and difficult situations.
Physical Requirements 1.
Works outdoors on frequent basis.
2.
Carries and lifts up to 80 lbs.
on an occasional basis and 30 lbs.
on a frequent basis.
3.

This is a safety sensitive position subject to random drug and alcohol testing.
2.
This position does not have supervisory responsibilities.
3.
Work schedule includes some unusual working hours, irregular hours or shifts, as evenings, weekends, holidays, and during hurricane or other emergency response situations, and may involve occasional travel.
