General Summary: The Weatherization Compliance Officer conducts oversight, onsite visits, audits, and investigations of any activities and processes necessary to ensure accountability for compliance of the Weatherization Program (WAP), and related Programs.
Maintain familiarity with a variety of policies, procedures, terminology and applicable laws in order to obtain necessary data and meet Weatherization Program requirements.
Attend training as required.
Primary Responsibilities: Compliance Reviews 1.
Implementation of Compliance Reviews as a function of the Weatherization Assistance Program, and related Programs including routine and random file audits, inspections, reviews, special investigations, and reports.
2.
Coordinate audit and review activities with department heads to ensure that all internal audits and monitoring are sufficiently rigorous to prevent and detect misconduct or inappropriate processes, and report all findings to the Director of Energy Programs.
3.
Perform onsite visits with WAP Contractors and with WAP field staff to identify areas of non-compliance and communicate what must be done to comply with program rules and regulations.
4.
Maintain understanding of and comply with weatherization policies, standards, rules, regulations, priorities, procedures and allowable costs.
5.
Responds to inquiries regarding client and employee complaints.
Assessments and Inspections 1.
Responsible for conducting required assessments and testing of residential housing for health, safety, and energy upgrades and completing final inspections of work performed.
2.
Responsible for quality control for final inspections and implementation of all measures conducted under the program according to federal and state requirements.
3.
Review all work, testing, and documentation prior to leaving the home for compliance with grant guidelines.
4.
Responsible for ensuring that work orders are completed in a timely manner following each assessment.
5.
Fill out Building Weatherization Reports (BWRs) completely and accurately for each assigned case.
6.
Responsible for training and mentoring WAP Specialists in technical processes and procedures.
7.
Train weatherization participants on techniques and methods in conserving energy 8.
Responsible for following agency and program policies and procedures.
Training and mentoring 1.
Responsible for mentoring WAP Specialists in technical processes and procedures in the field.
2.
Responsible for mentoring WAP Specialists in Work Orders and Building Weatherization Reports (BWR’s).
Work Experience Experience in two years working in a construction setting and/or office.
Must have experience operating general office equipment and understand principles, methods, and practices of weatherization.
Preferred: Experience doing energy audits, along with knowledge of basic building science.
Education/Certifications/Licensure High School diploma or GED.
BPI Building Analyst Certified Must be able to maintain records, assist with or initiate computer generated reports, and clearly understand written or verbal instruction.
The candidate must have a valid driver’s license, a safe driving record and be able to pass a pre-employment physical and criminal history background check Preferred: BPI Quality Control Inspector Certified.
Skills Must be willing to attend on-going appropriate trainings which may require occasional out-of-town travel and/or overnight stay.
The candidate must also possess basic computer skills.
Interpersonal skills necessary to good writing and oral communicative skills (bilingual in Spanish-English preferred) and he ability to work as a team member.
Analytical ability to detect and resolve errors.
Physical Requirements Light to medium physical duties include standing, walking, reaching, bending, hearing, talking for up to eight (8) hours a day.
Must have good vision.
Must be able to lift fifty pounds.
Lifting will be primarily confined to weatherization equipment, occasional on premises lifting of boxes of office supplies and minor office equipment.
