PRIMARY PURPOSE:
Responsible for overall management of the financial business and operations of the district in a manner that maximizes the availability of resources to provide equitable learning opportunities for all students.
Direct and manage the operation of all financial business and operational affairs of the district to provide the best possible educational services with the financial resources available.
Serve as the chief financial adviser to the Superintendent and Board of Trustees.
Provide leadership in developing and maintaining support programs and ongoing improvement of district operations.

QUALIFICATIONS: Education/Certification: Bachelor’s degree in a business or accounting related field, required.
Master's degree in education or business-related field, preferred.
Certified Public Accountant, preferred Special Knowledge/Skills/Abilities: Knowledge of the functions and operations of a large public school system, preferred.
Strong technical and managerial knowledge base of all district-operational areas of responsibility.
Effective interpersonal, organizational, and communication skills (verbal and written) Skill in maintaining confidentiality of privileged and sensitive information.
Skill in mediation and/or facilitation of individual or group problem resolution.
Ability to interpret federal and state laws, and Board policies.
Ability to provide leadership in planning and directing multiple and complex budgets, district-wide projects, and varied personnel issues across a complex organization with numerous stakeholders.
Ability to multi-task various complex administrative activities Ability to demonstrate commitment to outstanding customer service.
Ability to organize and communicate complex information and data to diverse audiences.
Ability to manage high priority projects and maintain adherence to time/budgetary constraints.

Experience: Five (5) years’ experience in finance, school finance, business operations or related field, required.
Five (5) years of progressively responsible senior management operations experience, to include supervision, (preferably in an educational environment) required.
Proven knowledge and experience with managing Facility, Maintenance, and Operations (FM&O) in a comparable size municipal or educational institution, preferred.
Experience in planning and managing operational budgets and staffing, required.
MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS: Administer and monitor, through the Chief Financial Officer, all affairs related to the departments of Accounting; Business Office (Budget); Payroll; Purchasing; Special funding; Child Nutrition Program (CNP); Technology; Health Services; Facilities, Maintenance and Operations; Instructional Materials; Strategic Partnership and Student Outreach; Student Operations; Student enrollment/attendance: Transportation; and Warehouse/ Receiving to enhance student instruction.
Administer the financial affairs of the district, including handling of all funds, budgeting, accounting, position control, reporting procedures and planning for long term fiscal needs.
Direct the preparation and administer district budget based on documented needs and ensure that operations are cost-effective, and funds are managed wisely.
Direct the preparation of financial reports as required by local policy, TEA, state, federal or any regulatory agency having jurisdiction over public school funds.
Serve as investment officer for the district.
Prepare a cash investment program, establish investment procedures, invest idle funds, monitor investment progress and safeguard funds in investment program to maximize availability of resources for learning.
Communicate and inform board, staff, and others about finances of district, educational budget, monitoring of expenditures to budget, results of investment program and independent audits.
Work (for Superintendent) with Tax Assessor/Collector and the Delinquent Tax Attorney in tax matters relating to School, current and delinquent tax collections.
Work (for Superintendent) with independent auditor to investigate, verify, and review financial transactions.
Determine the effectiveness, accuracy, legality, and propriety of financial transactions.
Select and work with professional advisors/contractors such as bond and legal counsel, rating agencies, financial advisors, underwriters, external auditors, delinquent tax attorneys, banking and other providers of financial services.
Coordinate the development of bond issue proposals, tax ratification elections, and their subsequent implementation.
Administer, through the Director, the district’s Purchasing Department to maximize efficiency and cost-effectiveness according to appropriate laws and ethical practices.
Represent the district’s business and operational affairs in the Board of Trustees Meetings.
Provide administrative direction and support for facilities functions, including oversight of capital improvements to existing facilities.
Manages the district real estate program, including existing leases, purchase agreements, and excess property utilization.
Coordinate the sale and acquisition of real property; and maintain up-to-date records of property and facilities owned by the district.
Responsible for the overall implementation of the district’s Facilities Education Master plan.
Develop and prepare monthly/annual reports, and compile budgets and cost estimates based on construction and facilities projects as needed.
Supervise, evaluate, and make recommendations for the employment, assignment of and/or termination of personnel as determined by the organization chart.
Serve as school liaison and coordinate special projects with the City of McAllen.
Administer, through FM&O, facility use procedures for non-school non-profit organizations.
Interacts with staff, parents, outside agencies, businesses, and community members to enhance understanding of district initiatives and priorities and to elicit support and assistance.
Analyze critical district needs in assigned areas and work collaboratively to design, implement, refine, and evaluate assigned programs in order to continuously improve district operations.
Ensure that all facilities are kept in good repair to meet current/future population needs and provide for a safe environment that is conducive to learning.
Recruit, train, and supervise personnel as determined by the organizational chart and make sound recommendations relative to placement, assignment, retention, discipline, dismissal and succession planning.
Respond to inquiries by the Board of Trustees, Administrators, School Principals and others.
Follow McAllen ISD customer service standards.
Perform other duties assigned by the immediate supervisor (primary evaluator).
