88 JOB OBJECTIVES: Under the supervision of the Chief Technology Officer (CTO), the Technology Support Specialist functions as an information technology professional and is responsible for a variety of project, program, and system assignments within the Department of Information Technology (IT).
Provides strategic planning for project, program and system management, aligning skills and resources; monitors, manages, and controls assigned projects and tasks according to the policies, standards, and operating procedures of IT; and provide for all requisite management to fulfill the system/program/project requirements including requisitions and oversight of quality assurance.
Performs a range of professional assignments, and consults with the CTO to carry out assignments that have significant impact on the City and other departments, and to determine appropriate courses of action.
Designs and develops the configurations to be deployed on systems using the approved solution assessment to meet the other departments and staff requirements.
Provides technical assistance to other departments and units in project prioritization, resource allocation, and system reviews.
Researches, collects, and evaluates project data necessary to meet project/system reporting and evaluation requirements.
Helps departments and units maintain their computers and networking systems.
This position has no supervisory responsibilities.
ESSENTIAL JOB FUNCTIONS: • Use the IT standard system methods in the maintenance, development, enhancement, and deployment of information technology systems.
• Assigns and maintains all work orders and prepare a weekly report with the disposition and/or recommendations.
• Monitor system/project performance, report status, and facilitate the creation of action plans to promote adherence to IT project schedules.
• Performs periodic and on-demand vulnerability scans and generates reports in support of the vulnerability scanning program.
• Provide recommendations for improvement of project management processes currently in use.
• Conducts training in areas of information technology security, safety, data integrity, and information security procedures.
• Maintain awareness of emerging technologies and project management techniques.
• Serve as liaison between the CTO and the users concerning requests, standards, expectations, and other program and project matters.
• Meets with vendors and identifies and analyzes systems requirements and defines project scope, requirements, and deliverables.
• Assists CTO with equipment and software orders including documentation and accounting logs.
• Assists CTO with department and fiscal goals.
• Develop, maintain, update, and oversee project plans and schedules using tools established by the City and IT.
• Maintain project tasks and manage risk process and/or defect logs.
• Identify and document project issues and risks in IT by way of project plans and escalate to the CTO.
• Work with the other IT staff on making and reviewing work assignments, establishing priorities, coordinating activities, and resolving related work problems.
• Assist in the coordination of all IT projects and ensures City and department resources are utilized appropriately.
• Compiles project/system status reports, coordinates project schedules, manages project meetings, and identifies and resolves technical problems.
• Tasked with network and end-user monitoring, management and maintenance • Monitors and administers operation security controls, such as intrusion detection/prevention, edge and web application firewalls, anti-virus, and security event monitoring.
• Coordinates project activities and ensures all project phases are documented appropriately.
• Performs other job-related duties as assigned.
EQUIPMENT/MATERIAL: Computer workstation, cell phone, laptop, servers, printers, plotters, terminals, facsimile, copy machines, scanners, digital video recording equipment, switches and hubs, data communication systems, routers, imaging systems, mobile data terminals, firewalls.
Cable termination and testing tools.
Must be proficient, but not limited to common Microsoft applications such as Windows, Microsoft Office and Microsoft Internet Explorer.
Active directory management.
Various application software utilized by city departments.
WORKING CONDITIONS/PHYSICAL DEMANDS: Works in a well-lighted, air-conditioned office with limited hazard to health or body; be exposed to some degree of physical exertion in order to manipulate objects weighing 30-50 pounds; with some possible lifting of equipment to exceed 50 lbs.
Will have some unusual working hours (evenings and weekends); may involve occasional travel.
EDUCATION/SKILLS: Requires a Bachelor's degree in one of the following areas: computer science, computer information systems - (Certifications and experience in appropriate field may be substituted).
Must have at least three (3) years of experience in the field or in a related area.
Experience and judgment to plan and accomplish goals, ability to analyze instructions and data, ability to maintain records, prepare reports, conduct correspondence related to work, ability to gather and analyze facts, form conclusions, define problem, and suggest solutions.
Must have good communication, writing, organizational and time-management skills.
Ability to communicate effectively: build consensus, facilitate working sessions, and negotiate solutions and alternatives.
Ability to conduct training and informational sessions.
Ability to organize and coordinate the work of others.
