Community Health Improvement & Prevention Specialist Under the direct supervision of the Community Health Improvement Manager III, performs routine public health services.
Work involves collaboration with schools, local health agencies, non-profit organizations, health advisory boards, and stakeholder coalitions on population-based health promotion activities directed toward improving access to care, preventing child fatalities, childhood obesity, and adolescent pregnancy.
Trains the community stakeholders in evidence-based health promotion and health education strategies that support healthier environments and encourage healthy behaviors.
Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
Such participation may require an alternative shift pattern assignment and/or location.
Essential Job Functions: 35% Technical assistance: Collaborate with schools, hospitals, local health agencies, non-profit organizations, health advisory boards and stakeholder coalitions on population-based health promotion activities.
Provide technical assistance in evidence-based prevention programs to local stakeholders.
Promote and support local stakeholder prevention activities in the areas of child fatalities, childhood obesity, child safety adolescent pregnancy, and access to care.
Provide consultation with staff and stakeholders on tobacco-related health promotion strategies.
25% Implementation: Assists in disseminating information on public health issues and health promotion programs.
Creates awareness of maternal and child health issues and prevention strategies.
Coordinates training courses, and health education courses.
May train others.
Assist in preparation and completion of team activities.
15% Collects assessment data for use in planning intervention strategies, implementing intervention activities, and evaluating the effectiveness of public health services.
Conducts local public health system assessments to determine compliance with state mandates, regulations, policies, and procedures.
Assists in development of survey tools and collection of survey data.
Develop and update resource guides and stakeholder listings.
10% Planning: Assists in regional program planning.
Coordinate, participate in, and may facilitate stakeholder planning meetings at the local level.
Plans activities such as child passenger safety seat checkup events and inspection station, organizes materials and child passenger safety seats inventory and related supplies.
Track and maintain meetings and activity schedules.
Tracks inventory and identifies program material, equipment, and supplies needed.
10% Reports: Prepares reports on activities performed, and meetings held.
Prepare or assists in the preparation of administrative reports, studies, and specialized research projects.
5% Other: Performs other duties as assigned including serving in the DSHS Multi-Agency Coordination Center, State Operations Center, regional and/or local operations centers, joint field offices, Disaster District operations centers, or to be deployed to an affected area of the state during the response to and/or recovery from an all-hazard event.
Knowledge Skills Abilities: Knowledge of the principles and practices of community health education, community development, and public relations.
Knowledge of community organizations, service organizations, and resources.
Knowledge and understanding of public health principles in relation to child health and child safety.
Knowledge relating to the implementation of educational programs withing the realm of injury prevention.
Skill in the use of computer software applications such as Windows, word processing, databases, spreadsheets, presentations, and electronic mail.
Skill in conducting educational presentations for children and other groups.
Skill in coaching and assisting persons in one-to-one educational matters.
Skills in public relations and using tact and diplomacy with others.
Skills in oral and written communication.
Skills in communicating complex materials both verbally and in writing, in an easy-to-understand manner.
Skills in facilitating community presentations and trainings.
Skill in developing health education and injury prevention materials.
Ability to function independently without close supervision and within a team structure and use initiative to solve work problems and perform duties.
Ability to interpret policy and procedures.
Ability to maintain confidentiality.
Ability to prioritize work and manage time effectively.
Ability to work and communicate effectively with people from various backgrounds and cultures and provide effective customer service.
Ability to abide by the Department of State Health Services Guiding Principles, Universal Expectations, Standards of Conduct & Employee Ethics and Policies and Procedures.
Ability to speak and write effectively in English and Spanish, expressing ideas concisely and articulately.
Registration or Licensure Requirements: National certification as a Child Passenger Safety Technician through Safe Kids worldwide is preferred; Certification shall be achieved as a technician within 12 months of hire.
Initial Selection Criteria: Bachelor’s degree in public health or related field preferred or may be substituted with experience in public health or related field.
Bilingual (English/Spanish).
Experience implementing programs in public health or related field required.
Experience educating/training groups and/or individuals in health and social issues.
Experience in community engagement.

Salary Note: The salary offered will follow DSHS starting salary guidelines.
Any employment offer is contingent upon available budgeted funds.
The applicant selected for this position will need to maintain compliance with DSHS Immunization Policy.

This position may require travel up to 50% of the time.
This position may require hours outside of the normal 8:00am to 5:00pm work schedule.
