JOB DESCRIPTION General Statement of Duties Under direct supervision of the GIS Manager, the Geographic Information Systems (G.
I.
S.
) Technician performs a variety of technical duties including data collection, data analysis, database management and data output tasks of moderate difficulty, related, but not limited to utilities, Capital Improvement Projects, residential, public, or commercial parcels.
Additionally, the G.
I.
S.
Technician is also expected to perform basic CAD drafting to prepare simple construction plan sets and occasional field survey work, related, but not limited to, minor surveying, speed surveys, drone flight imagery or fiber optic line locates.
Essential Functions The primary functions listed below are those of the G.
I.
S.
Technician but not limited to: Maintain regular, reliable, and prompt attendance, physically present to work.
Prepare, collect, organize, and input data to maintain and enhance the City"s GIS database including field research and GPS data collection and processing.
Assist with interpreting as-built drawings, construction plans, engineering plans, recorded maps, deeds, legal descriptions, imagery, and related source documents and incorporates them into GIS and CAD software using various methods including coordinate geometry (COGO), digitizing, and GPS.
Assist in the creation and maintenance of multiple GIS layers including parcels, streets, right-of-way, zoning, other development layers, water, sewer, fiber and other utility layers.
Follow quality assurance (QA) and quality control (QC) processes, and perform routine data management tasks, such as data validation and correction, queries and editing in GIS to ensure GIS data accuracy, integrity, and completeness.
Assist with GIS data analysis, prepare and execute queries, produce plans, maps, spreadsheets, graphs, plans, and other analytical products.
Prepare simple construction plans for installation of the new city"s fiber optic internet.
Maintain confidentiality of work-related issues and City information.
Examples of Worked Performed (Not All-Inclusive) Input and update GIS data on utilities, annexations, subdivisions, buildings, streets, parcels, aerial photography, and other data sets.
Prepare construction sets for fiber installation at industrial locations based on GIS information.
Maintain standard maps, map templates and layer files.
Prepare, maintain, and deliver reports, diagrams, exhibits, and maps using ArcGIS.
Obtains field data using GPS equipment and performs data capture, conversion and integration.
Give continuing and meticulous attention to detail.
Keep up-to-date technically and apply new knowledge to job; and Model and always demonstrate the City of Pharr"s values—Professionalism, Respect, Integrity, Discipline, and Ethics.
Performs other work as assigned.
Supervisory Responsibility This position does not have supervisory responsibilities.
Physical Demands Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls.
Physical capability to effectively use and operate various items of office and field related equipment, such as, but not limited to, personal computer, calculator, copier, fax machine, survey equipment, and drone.
Incumbent shall be exposed to those conditions normally encountered in a business office environment where physical demands consist primarily of sitting, standing, and walking.
Occasionally, incumbent will be required to climb or balance; stoop, kneel, crouch, or crawl.
May be required to lift and carry items weighting up to 75 pounds.
Working Conditions Work is performed in an indoor and outdoor environment and near other workers.
Outdoor work will be performed in field setting collecting GPS points and information.
May be exposed to excessive noise levels and hazardous chemicals.
May be required to work within confined spaces.
Employee may at times work evenings, weekends, and holidays, Employee may also be contacted during off-duty hours and required to work for emergency conditions.
Minimum Qualifications and Requirements Required high school diploma or equivalent GED; 30 college semester units majoring in Information Technology, GIS, Geography, Urban Planning, Civil Engineering, or related field AND two years of experience utilizing geographic information systems including ESRI suite of products; or an equivalent combination of education, training, and experience.
One year of experience with databases and digitizing as-built drawings plans is preferred.
Bilingual preferred.
Strong attention to detail and organizational skills.
Ability to multi-task and initiative to identify needs and see them through to completion.
Maintain a high level of professionalism and integrity daily.
Must possess a valid Texas Driver"s License.
Position Type/Expected Hours of Work This is a full-time, non-exempt position, and hours of work and days are Monday through Friday, 8:00 a.
m.
to 5:00 p.
m.
Additional hours may be necessary to complete assignments.
Incumbent must have the ability to work flexible hours including holidays, evenings, and weekends.
Special events participation may be occasionally required.
Knowledge Current principles, practices, terminology, and trends in Geographic Information Systems usage and modern land-based mapping application theory.
Procedures, principles, and practices for the installation, configuration, upgrading, operation, and troubleshooting of GIS related hardware and peripherals including printers/plotters, GPS devices, and other related devices.
GIS software including ESRI"s ArcGIS Platform (ArcGIS, ArcCatalog, ArcServer, ArcSDE; v10.
0+ preferred), related extensions such as Spatial Analyst; Autodesk AutoCAD map (v 2014+ preferred), web-enabled GIS related software.
Computer Aided Drafting software (Autodesk Civil 3D 2020, Autodesk AutoCAD 2020) Principles and practices of developing analytical maps, spreadsheets, graphs, charts, and written reports.
Standard business applications including software required to accomplish the essential functions listed, Microsoft desktop and server operating systems, and mobile operating systems.
Relational Database Management Systems (RDBMS) such as Microsoft SQ: Server, database, and geodatabase principles and design, transact—SQL scripting, and database analysis techniques.
Work order management systems and land-based management systems including permitting, licensing, and other development processes.
General municipal infrastructure including streets (right-of-way/traffic control), water system (hydrant/valves/meters), sewer system (manholes/cleanouts/laterals), and storm drain system (culverts/inlets/catch basins/dry wells).
Skills Providing efficient customer service and communicating clearly and objectively both verbally and in writing.
Organizing with the ability to prioritize work and exercise independent judgment, wisdom, common sense, and initiative.
Thoroughly carrying out oral and written instructions.
Using initiative, discretion, and judgment within established procedures, guidelines, and rules.
Defining problems, establishing facts, and drawing valid conclusions.
Reading and understanding technical manuals.
Building effective teams and providing efficient customer service.
Establishing and maintaining cooperative working relationships with department heads, managers, supervisors, employees, external public and private agencies, consultants, vendors, suppliers, contractors, and the public.
Applying safe work practices.
